2nd International Meeting
STRENGTHENING MENTAL HEALTH SYSTEMS IN LOW AND MIDDLE INCOME COUNTRIES

Rimini, 21-24 April 2009

On 21st - 24th april 2009, the 2nd International Meeting “Strengthening Mental Health Systems in Low and Middle Income Countries“, organized by Cittadinanza in collaboration with WHO and with the support of the Emilia Romagna Region, was successfully held in Rimini.

International experts and mental health professionals gathered to provide an in-depth look at mental health-related topics and to assess and comment on the project proposals, aimed at developing and improving their mental health systems, from 11 low and middle income countries that have accomplished the WHO-AIMS assessment.

The President of Cittadinanza, Maurizio Focchi, opened the 2nd International Meeting, followed by local authorities’ welcome speeches.
Then, Benedetto Saraceno (Director of Mental Health & Substance Abuse Department, WHO) addressed the Meeting with the comprehensive presentation ‘What are the challenges to be addressed by a modern mental health policy?’, followed by WHO representatives Shekhar Saxena and Jodi Morris with the presentation ‘Assessment of mental health systems: how does it help?’ and by Lucia Gonzo (Scientific Director, Cittadinanza) with ‘II International Meeting: same challenges, new perspectives’.

Over the four days of the International Meeting, round tables  and thematic presentations provided extremely valuable contributions on the following topics:
- NGOs, Governments, WHO: different or similar perspective in country work;
- The role of mental health in development cooperation;
- Integrating child and adolescent mental health into the general healthcare system;
- Emergency, chronic emergency and continuity with the mental health system;
- Integrating mental health into primary health care;
- Mental health legislation and human rights.

During plenary sessions, representatives of the Ministries of Health and Mental Health Services from Ethiopia, Georgia, India (Assam), Iraq, Jordan, Kyrgyzstan, Philippines, Somalia (South & Central, Somaliland), Tanzania, Uzbekistan, Vietnam presented their respective country context, the weaknesses and strengths of their mental health system and a short description of their project proposal.
During parallel sessions, facilitated by experts in mental health system development, country representatives presented in details their project proposals.
